Camellia Town Centre Master Plan
The draft Plan will inform the rezoning package for Camellia Town Centre.
With the Camellia Town Centre set to be rezoned as proposed in the draft Camellia Town Centre Master Plan, it would be transformed into an attractive place to live, work and play and bring many investment opportunities for businesses and investors.
Draft Camellia Town Centre Master Plan
The City of Parramatta Council helped the NSW Government’s Department of Planning and Environment (DP&E) prepare the draft Camellia Town Centre Master Plan, which will guide the future development of the precinct over the next 20 to 30 years.
The draft Plan includes a traffic and transport solution for the Camellia precinct, which will help progress planning for extra jobs in the area and unlock affordable housing.
Up to 10,000 new homes would be provided in the Town Centre, including affordable housing, and all within walking distance of a light rail station.
The draft Plan proposed the development of:
- Retail stores
- Offices and commercial spaces
- Cafes and restaurants
There’s also the potential for a new primary school, library, and community hub, creating 5000 new jobs

New infrastructure projects for Camellia
The renewal of Camellia will create a new riverside town centre positioned alongside the new Parramatta Light Rail route, which will start construction in 2020. Stage One of the light rail project will provide commuters with easy access to the suburbs of Rydalmere, Dundas, Telopea and Carlingford.
The City of Parramatta Council intends to establish the town centre’s character as a new riverside community and ensure the renewal occurs with access and transport improvements such as:
- A bridge across Parramatta River
- Road improvements
- New walking and cycling paths
These projects will all support a thriving, connected community on the doorstep of Sydney’s second CBD.
The draft Plan also allows for 13 hectares of new public open spaces throughout Camellia. This includes plazas, parks, playing fields and eight hectares along the riverfront, unlocking the Parramatta River foreshore to the public with pedestrian and bike access.
